As European powers move closer to reimposing sanctions on Tehran over its expanding nuclear activities, Iran has found powerful allies in Russia and China—three capitals now working in lockstep to block any international “snapback” mechanism.

Europe Sounds the Alarm

This week, Germany, France, and the United Kingdom—often referred to as the E3—sent a letter to UN Secretary-General Antonio Guterres warning that Iran’s stockpile of enriched uranium is now more than 40 times above the limit agreed in the 2015 nuclear deal.

In the absence of a new agreement, the Europeans say they are prepared to trigger the snapback mechanism in late August, leading to the return of UN sanctions by October. That would reinstate global bans on arms sales, nuclear equipment transfers, and banking restrictions lifted a decade ago.

French minister Jean-Noël Barrot warned bluntly on X: “If Iran continues to violate its international obligations, France and its German and British partners will restore the global embargoes.”

Tehran Pushes Back

Iran’s Foreign Minister Abbas Araghchi rejected the threat, saying his country is working “closely with China and Russia” to block the move. Speaking on state television, he admitted the prospect was serious: “If this happens, it will be negative… We are going to try to prevent it. If they implement it, we have tools to respond.”

For Tehran, Beijing and Moscow’s support is critical. Both countries hold veto power at the UN Security Council, and both have resisted Western pressure campaigns in recent years.

A Broken Deal

The 2015 Joint Comprehensive Plan of Action (JCPOA) required Iran to sharply curtail its nuclear program in exchange for the gradual lifting of sanctions. But in 2018, the U.S. withdrew under then-President Donald Trump, reimposing unilateral sanctions and sparking a slow unraveling of the agreement.

Since then, Iran has rolled back many of its commitments, enriching uranium far beyond JCPOA limits. Western governments now accuse Tehran of seeking the capacity to build a nuclear weapon—an allegation Iran denies.

What Comes Next

Diplomatic efforts to revive or replace the JCPOA have stalled, with Washington, Tehran, and European capitals unable to bridge their disagreements. Meanwhile, Iran is betting that alignment with Russia and China can shield it from the full weight of international punishment.

Whether the snapback sanctions are enacted or blocked will signal more than the fate of one nuclear deal—it could reveal the new balance of power at the UN, where Beijing and Moscow increasingly counter Western moves, and where Tehran is learning to play the great-power rivalry to its advantage.
