From Bans to a New Chip
The conflict began in October 2022, when the U.S. government under Joe Biden banned exports of Nvidia’s most powerful chips—the H100 and H200—to China, citing national security concerns. The goal was clear: prevent China from acquiring the best processors for AI, especially for potential military applications.
In response, Nvidia developed a downgraded model specifically for China: the H20, less powerful than its flagship chips but still highly capable. The move was meant to keep a foothold in the massive Chinese market while staying within U.S. restrictions.
Trump’s Tax and Sudden Reversal
When Donald Trump returned to office in 2025, his administration initially moved to restrict exports of the H20 as well. But just a month later, Trump reversed course, allowing sales to resume—on one condition. Nvidia would have to pay Washington a 15% tax on all H20 sales to China.
For Nvidia, it was a compromise worth taking. China accounted for 13% of its revenue in 2024, and with Nvidia now valued at over $4 trillion, keeping access to that market mattered. For Washington, the deal was a twofold win: revenue from the tax and a way to ensure China stayed reliant on U.S. chips without gaining access to the most advanced designs.
China Pushes Back
Beijing immediately recognized the risks. On July 31, 2025, Chinese authorities summoned Nvidia, raising “serious security concerns” that the chips could contain tracking or remote shut-off functions—allegations Nvidia strongly denied.
Still, the Chinese government urged its companies to avoid the H20 and accelerate development of homegrown alternatives. Companies like Huawei have already made progress, with their Ascend 910b and 910c processors reportedly nearing the performance of Nvidia’s leading models.
A Poisoned Gift?
Analysts describe the H20 as a “poisoned gift.” While it gives Chinese firms access to advanced computing power, it also keeps them tethered to American technology. Washington’s strategy is to buy time—ensuring U.S. firms remain dominant while slowing China’s climb up the AI ladder.
But the plan may be backfiring. By limiting access, the U.S. has only pushed China to innovate faster, investing heavily in domestic semiconductor design to ensure long-term independence.

The tug-of-war over the H20 chip shows just how critical semiconductors have become in global geopolitics. They are no longer just components—they are levers of power.
