The head of state has declared the establishment of a new military service set to replace the Universal National Service by the summer of 2026. What does this new government initiative entail? What does this commitment involve for the youth, and will it be mandatory?
As we close the chapter on the Universal National Service (UNS), President Emmanuel Macron has unveiled a new initiative called the “voluntary military service,” starting in the summer of 2026. This program, designed to meet the military’s needs amid evolving global threats, targets young adults. How will this new service operate? Could it eventually become mandatory? Here’s what we know.
What is “Voluntary Military Service”?
Following the UNS, which was geared towards 15-17-year-olds, this new military service primarily focuses on young people aged 18 to 19 years old. It involves a 10-month military status commitment, seen as a gap year or a stepping stone to employment. Other candidates up to 25 years old with specialized skills (like engineers, nurses, translators, etc.) can also apply.
Is This New National Service Mandatory?
Currently, this service is voluntary. Young people will express their interest during their “mobilization day,” previously known as the Defense and Citizenship Day (DCD), and the military will select the most motivated individuals. However, President Macron mentioned that in the event of a “major crisis”, the Parliament could authorize the mobilization beyond just volunteers, based on the skills identified during the mobilization day. In such a scenario, “national service would become mandatory.”
How Does the Voluntary Military Service Operate?
The service lasts 10 months and is divided into two main phases:
- First phase (1 month): Learning the basics of military life (initial training).
- Second phase (9 months): Assignment within a military unit.
After these 10 months, participants can return to their studies, start working by joining the operational reserve, or opt to commit fully to a military career. Starting in 2027, it will also be possible to perform the SMV within the national gendarmerie, the Paris fire brigade, or the Marseille naval firefighters battalion. The service will be conducted solely within the national territory (mainland and overseas).
What are the Dates and How to Register for the SMV?
The new military service will gradually start in the fall of 2026. Registrations opened on January 12, 2026, primarily through websites like “sengager.fr” or “le-smv.gouv.fr,” with incorporations scheduled for September, October, or November.
What Compensation is Offered for This New National Service?
Unlike the UNS, which resembled volunteer work or civic service, this new service provides a genuine military status. Young volunteers will receive an approximate gross monthly salary of 800 euros, excluding bonuses. Additionally, they will be provided with housing, meals, and military gear by the army, and will enjoy a 75% discount on their SNCF travel expenses.
