Public Breastfeeding in France: What the Law Really Says!

Breastfeeding is a natural act. However, when done in public, it often sparks debate. What does the law actually say?

In France, public breastfeeding continues to be a sensitive issue. Although not prohibited, the societal gaze can sometimes be burdensome, discouraging some mothers. Whether in cafes, parks, or even public transit, nursing in public is still viewed by some as inappropriate or even exhibitionist. Yet, it is a fundamental need for the infant, supported by health professionals. So, why does public breastfeeding elicit such reactions? Is it really regulated by law?

Is it permissible to breastfeed in public in France?

Currently, in France, there is no specific law regulating breastfeeding in public places. Therefore, what is not forbidden is allowed. Additionally, in the workplace, the Labor Code provides for one hour per day for breastfeeding, divided into two 30-minute breaks. While employers are not required to provide a dedicated space, some companies do set up suitable rooms for added comfort.

To advance the discussion, yet another bill was proposed on October 17, 2023, to legislate public breastfeeding and raise awareness among citizens. “There is no justification for refusing a child’s right to breastfeed, regardless of the location,” states the proposal supported by several deputies. However, no bill has been passed in the Assembly since then.

Where can you breastfeed in public?

Mothers can breastfeed just about anywhere, whether outdoors (in parks, playgrounds, beaches, etc.) or in enclosed public spaces like restaurants, public transport, or government buildings. For those seeking more privacy, specialized breastfeeding attire, such as tops with discreet openings or nursing covers, allow mothers to feed their babies away from prying eyes while remaining comfortable in public. But in reality, nothing and no one should force a mother to hide her breast to feed her newborn.
