Family benefits are currently available to parents with two or more children. However, a new legislative proposal aims to extend these benefits to include the first child, despite government objections.

Family benefits are awarded to parents upon the birth of their second child to assist with daily expenses. A legislative proposal from communist deputies, however, seeks to expand eligibility to parents from the first child, as is already the case in overseas departments. This could potentially affect 3.5 million households in France, increasing the percentage of beneficiaries from 16.06% to 28.01% of households. The government, opposing the bill, estimates the cost at approximately 4 billion euros annually. The bill is now set to be reviewed in the Senate. Meanwhile, here are the family benefit amounts for families with two or more children in France in 2025, along with the criteria to qualify.

Who Can Benefit from Family Benefits?

Family benefits are paid to individuals with at least 2 children under 20 years of age in their care (and from the first child in overseas departments). The benefits vary based on the family’s income, the number of dependent children, and their ages. Remember that family benefits start from the second child, and an additional family supplement starts from three children.

What are the Income Limits to Receive Family Benefits?

The amount of family benefits depends on the household’s income level. It’s important to consider the categorical net income of 2023 for the year 2025. Here are the current income limits to qualify for family benefits:

What Family Benefits are Paid from the First Child?

Upon the birth of your first child, you are eligible for the Basic Early Childhood Benefit (Paje).

The Birth Grant

The birth grant is paid, subject to income conditions, from the seventh month of pregnancy. If you receive the basic allowance of the Paje, then these two benefits are paid simultaneously. The amount of the birth grant from the Caf is 1,084.43 euros. It is important to note that there is a birth grant for each baby born.

The Adoption Grant

Parents who adopt a child are eligible for the adoption grant, which this year amounts to 2,168.84 euros. In the case of multiple adoptions, the Caf pays as many grants as there are children adopted.

Basic Allowance

The basic Paje allowance is paid from the first day of the month following your child’s birth, monthly until the child’s third birthday. This assists with expenses associated with raising the child.

Parental Leave Benefit

The shared parental leave benefit (PrePaRe) is available to parents of children under three years of age who stop working to care for their child.

Childcare Supplement (CMG)

Other benefits are aimed at families, such as the childcare choice supplement if you use a childcare provider, nanny, or micro-nursery for the care of your child under 6 years old. The amount is dependent on the parents’ income according to income limits.

School Entry Allowance

The School Entry Allowance (ARS) is automatically paid in August and applies to school-aged children from 6 to 18 years old.

What Family Benefits from Two Children?

Family benefits are paid monthly to parents with at least two children under their care. To qualify for family benefits, you need to submit to the Caf a copy of the family record book or the birth certificate of your child. Note that a supplement is paid when your second child is 14 years of age or older.

If you have at least three dependent children aged between 3 and 21 years, you may be eligible for the family supplement. There is no need for you to take any action as the tax services directly transmit your information to the Caf.

Moving Grant

Large families (from three children) can benefit from a grant to cover moving expenses. This grant is also available if you have two children and are pregnant with the third. However, the move must take place between the first day of the fourth month of pregnancy and the last day of the month preceding the second birthday of your youngest child. Finally, the amount of the moving grant matches the expenses incurred up to a certain limit, depending on the number of children you have.

Large Family Card for Parents of 3 or More Children

This card offers significant discounts in various areas, including some such as RATP and SNCF, as well as preferential rates at museums, which are particularly attractive.

Until What Age are Family Benefits Paid?

Family benefits are paid until the child’s 20th birthday. Therefore, your eldest, who is 20 years old, is no longer considered a dependent child. To compensate for the loss of income, parents with a large family (at least three children) may be eligible for a temporary fixed allowance, paid under certain conditions. The 20-year-old child must still live under your roof and to be considered dependent, if they are enrolled in school or university and work alongside, their net income must not exceed 55% of the minimum wage for 169 hours.
